In the early 18th century, the square Top of the market was built a complex of buildings of the arcade - the place where the best shops of Minsk, which was passed by the rich visitors and guests.

In the 90 years of the 18th century architect Kramer rebuilt the complex, combining all of the buildings together and giving them the features of classicism. In 1909, Gostiny Dvor, following the fashion for art Nouveau, has acquired a new look. It housed the merchants ' club, which was made by the composer Alexander Scriabin, poets K. Chukovsky and V. Mayakovsky, and Minsk branch of the Azov-don Bank.

In 1917, the complex housed the Executive Committee of the Western front, there were held meetings of the Executive Committee of the Minsk city Council, and in September and October, 17 years have passed 1st and 2nd North Western conference of the RSDLP(b). At last it was announced the transition of power in Minsk in the hands of the Soviets.

After the revolution in the building of Gostiny Dvor was the Executive Committee, the Council of workers', soldiers 'and peasants' deputies of the Western region and front and other higher organs of the Soviet power in Belarus.
