In the Central part of the city of Murmansk, on the opposite side from the Museum, is a very original monument, which has been complicated. Memorial sign placed in honor of sister cities of Murmansk.

One of the typical features of 60-80 years of the 20th century was the movement for the establishment of friendly relations between the cities of different countries. In this period of time was active in the world Federation of United cities. In the Soviet Union at that time was the rapid development of the interaction between Soviet cities and small cities in other countries. The twinning was meant as mutual aid and mutual support. It is clear that in this case the partnership has always been the place to be, but still they were quite blurred, although the visibility of international cooperation has always been the place to be. It is worth noting that the twin cities has provided the opportunity for different ways to visit foreign countries, although it was not accepted. Most often abroad went only chiefs, although the composition of the delegation were engineers, doctors, workers, athletes and Amateur artists.

It is for these reasons the city of Murmansk have actively sought to acquire the twin cities, especially for cooperation with the countries of Scandinavia. At this time arose a form of public messages to residents of Northern regions of Norway, Finland, the USSR and Sweden, which was reinforced by the Treaty of peace and mutual cooperation.

The first sister city of Murmansk became the Finnish city of Rovaniemi. Working with him was concluded in 1962. In 1972 Murmansk there were two twin – Norwegian city of Tromso and the Swedish city of Lulea. In 1973 twinned and became the Norwegian town of vadsø. After some time, friendly relations were achieved with the American city of Jacksonville, located in Florida. In 1989, the sister city and became the Dutch city of Groningen. During 1993-1994 friendly relations were established between Murmansk and Iceland town of Akureyri and the Polish Szczecin.

In 1979 in Murmansk between Lenin Avenue and the streets of Karl Marx and Volodarsky was opened a memorial sign in honor of friendly relations sister cities. The author of the memorial monument became one of the architects of the Institute "Murmanskgrazhdanproekt" named Degtyarev, because this project turned out to be the best in the art contest. The construction of the monument took nearly two years, city residents have nicknamed the monument to Cheburashka. Monolith is a three-meter concrete Foundation, which was lined with natural stone, on which are fixed a pair of so-called "wings" made of concrete and the magnitude of about 5 metres. On the place of convergence of those "wings" is a circle that has the emblem vfpg. It is a pair of connected rings, denoting the Union of. Present the key just symbolizes the city, which is depicted in heraldic science so. On the white blocks, presented wings were mounted some of the letters, which were made of a brass alloy and which were the names of the five sister cities, which became the first for the city of Murmansk.

Himself commemorative obelisk erected in a large square bed, which during the warm growing season typical of this region unpretentious flowers. Some cozy Park has spaces in the form of ash and paved with concrete slabs interspersed with fragments of colored stone sawn. The surrounding green area is guarded with iron bars. In autumn 2000, the monument was disfigured - a few vandals tore off his 58 letters, made of nonferrous metal. Restoration works were carried out, and the monument was added a new sister city – Minsk.
