Regional Philharmonic of the city of Pskov was, is and will continue to be one of the most vivid and memorable spiritual dominant for a considerable number of generations of the city. For sixty years of his fruitful work to the audience of Pskov was submitted to the global panorama of Russian and world musical culture of different eras, styles, genres and musical directions. There is not one organized by the performances of the internationally renowned and popular music groups from Russia, as well as outstanding performers, such as, singing Russian academic Cappella of St. Petersburg under the direction of Vladislav Chernushenko, concert choir, theatre, ballet and Opera named after M. P. Mussorgsky in St. Petersburg, State Russian academic ensemble under the name "Russia" and the national actress of Russia Lyudmila Zykina.

Over time in the Pskov Philharmonic, there were certain musical traditions, which have become highly respected, recognized and loved by the audience. One of these traditions became the various music festivals.

In recent years it has become the festival movement, which finally took shape in the form of a Philharmonic festival cycle beginning on January Christmas musical evenings and continuing for February, March and April are the festivals in honour of the famous and recognized musical geniuses: Mussorgsky, B. S. Troyanovsky, N. And. Rimsky-Korsakov and ends as the festival cycle in the last month of the so-called "Day of the harp" festival international level, as well as the competition for performers playing folk on many stringed instruments.

The creation of the symphonic orchestra of the Pskov oblast Philharmonic took place in 1996. During this time the orchestra has become a leading and world's leading musical team of the city of Pskov and the Pskov region, without direct participation of which were not carried out any large-scale event.

At different time intervals with a Symphony orchestra collaborated with top performers: Vladimir Mishchuk – Honored artist of Russia Sergey Roldugin – people's artist of Russia, mark Drobinsky – cellist from France, Count mourja – violinist, laureate of international contests scales, nello Alessi guitarist from Italy, Olesya Golovneva – winner of the international competition of the soprano. Pskov orchestra has worked with such eminent conductors as Alexander Razumov, Mr. Galkovsky, Morten Sorensen from Italy, Brenda Lyn Lynch from USA.
With great success the orchestra has performed in Novgorod, St. Petersburg, Latvia.

To celebrate the 10th anniversary of the Symphony orchestra of the Pskov received a gift in the form of a performance of Verdi's "La Traviata," which opened new horizons in the further development of musical activity in the city of Pskov. In addition, the orchestra became a permanent participant of music festivals Pskov, Pushkin theatre festival, national poetry festival in honour of A. S. Pushkin, festivals, devoted to Russian music in honor of Rimsky-Korsakov, Mussorgsky, as well as the festival of Russian folk music, which is held in honor of the balalaika virtuoso B. C. Trojan.

Important role in the regional Philharmonic plays and musical groups performing folk, classical and jazz music. Ensembles, quartets, trios and duets successfully cope with the task of musical enlightenment, participating in festivals and competitions, as well as touring in remote areas, is instrumental duets, "Bayan Quartet, "jazz Piano Concerto", ensemble of Russian music "Pskov", the speakers in kindergartens and schools.
