One of the main tourist attractions of the city of Sarapul is extraordinary mansion located on the outskirts of the city. On the pine-covered hills in 1909 the house was built under the project of Moscow architect P. A. Trubnikova in the style of art Nouveau and neo-Gothic. The country house was designed with application at the time of the latest technologies: water, electricity and concrete structures. A feature of the house is a stone facade, well stylized tree. The originality of the mansion attach and composite fragments: balconies of different shapes, Bay Windows, verandas and high roof with carved horse. For a long time the building was considered a symbol of the new time, and in our days – the pearl of Sarapul architecture.

The owner of the country house was a man with an amazing destiny. Pavel Andreevich Basinin, the son of a peasant, who became, thanks to his hard work and business acumen, the first Guild merchant, industrialist, innovator and head of the city Sarapul. The darling of the common people and respected the mayor lived a short but very active life. In 2008, the 140th anniversary since the birth of P. A. Baseina was laid "hall of Governors" with the name of honorary citizen of Sarapul.

In the building of cottages by the mayor, which is a monument of architecture, in 1995 he opened a new art exhibition complex. In the permanent exhibition of complex information is presented on the activities of P. A. Baseina, artistic furniture, 19th century paintings, dishes and other household items Sarapul merchants.
