Santa Barbara is a small town located right in the center of the province of Iloilo on Panay island 15 km from the city of Iloilo. There is an international airport Iloilo. According to census 2000, the town's population was about 46 thousand people.

Tourists coming to the island of Panay, definitely stop in Santa Barbara for a couple of days to explore its attractions. First go to the Roman Catholic Church, a beautiful example of Filipino colonial architecture in the Baroque style. In addition, it is one of the best preserved churches in the province. It was here that General Martin Delgado of the revolutionary government of the Visayas region convened a Council, which launched a popular uprising against Spanish colonization in Iloilo. In honor of this event today is a memorial sign on the place where was first raised the Philippine flag outside of Luzon.

One of the oldest attractions in Santa Barbara is a Roman Catholic cemetery, built in 1845 and has preserved the features of the Spanish influence. In front of the city administration building is still standing historical catmon tree with thick green leaves and an incredibly large white flowers – this is where, according to legend, founded the city. Today it is the only catmon tree in Santa Barbara. And beside him, in the middle of a small Park, towering 120-foot flagpole, which flies the biggest Philippine flag outside of Luzon. This is one of five state flags, with truly gigantic dimensions.

Another attraction located in the vicinity of the city administration, is a bronze monument to General Martin Delgado, the hero of the Philippine revolution. The monument was erected in 1998 to commemorate the 100th anniversary of its liberation from the Spanish yoke. In the same year the Museum was built for the Century of Revolution, whose exhibits tell the history of Santa Barbara and the role of cities in the people's movement.

The heart of the city is the Victoria square Plaza, landscaped as part of the celebration of the centennial anniversary of the revolution. This is a popular place for residents of Santa Barbara for an evening stroll. On the square you can see two of the historical monument – the monument of Philippine hero Jose Rizal, and was built in 1925, the stage is an octagonal building has always served as a place of political debate and various social events.

Finally, the city is an irrigation dam built in 1926 and became the first gravity irrigation system in the region of Western Visayas. In addition, it is the oldest irrigation system in the Philippines.
