Obelisk the liberators of Rzhev was installed in the city, on the left Bank of the Volga. He stands on a massive granite pedestal, on the territory of the ancient Kremlin, on the mound of Glory (the former Cathedral hill).
To the base of the monument with four sides fit wide stairs. The pedestal is decorated with bas-reliefs, which glorify the heroism of Soviet soldiers in the great Patriotic war. The inscription on the pedestal to announce that the Rzhev was liberated from German occupation on March 3, 1943, after a long and fierce battle with troops of the Western front. The first in the city to take part of the 215th infantry division led by major-General A. F. Kupriyanov, 274 infantry division and 371 infantry division.

The draft of this war memorial was designed by architects A. Usachev and T. Shulgina, it was the work of sculptors: V. Fedchenko, V. Mukhin, I. Chumak. The location of the memorial complex is associated with many events related to the fires. At this place in ancient times was a wooden Kremlin, around which arose the city. The structure is often subjected to fire, and in the late 17th century after the great fire and not rebuilt. In 1754 on this place was built the Cathedral of the assumption. Then the mound was called Cathedral mountain. The Cathedral stood for nearly two centuries until, in 1931 it was struck by lightning, causing him to almost completely burned down and was finally destroyed during the war.
