Translated from the Estonian Tomanage means "dome mountain". However, this hill is not a mountain in the truest sense of the word. It's a scythe, which was formed from glacial deposits of sand and gravel. The hill height above sea level is 66 meters.

Many centuries ago, the toomemagi hill was the center of the ancient settlement. Later there was the castle, which was the residence of Tartu Bishop. After the Northern war, the bastions of the castle lost its defensive significance. Part of the ruins buried, something out of the remaining materials went into the construction of houses. So, gradually, for the long years of history have formed the landscape of Homemage: initially – due to the nature, and further, for centuries, people. At the time, the hill was used by the locals as pasture.

Hill Tomanage, which in the 19th century became known in the German manner – Domberger, was a gift from Emperor Paul I. the First rector of the University of Parrot, Director of the research library K. Morgenstern and University architect I. Krause decided to build a Park on a hill, open to all comers and, in addition, be placed on its territory some of the University buildings.

The idea was supposed to build a Park in the English style, with plantings that are close to the natural landscape. From the buildings first built the University's rotunda, the main building of the University and the Observatory. The preserved part of the ruins that remained from the Duomo, placed the University library. Under the guidance of architect I. Krause in 1850 there were planted the first trees. Most likely, this time counting her age ancient trees of the Park – hardwoods and pines, which for over 200 years.

The Park has many monuments and buildings of architectural and historical value: the history Museum of Tartu University, located in the former building of the Duomo; Angel and devil's bridges, old Anatomicum, Observatory. Angel bridge which is the gateway of Domberg, there is an inscription which translated from Latin means: "Rest restores strength".

The Park is a Sacrificial stone, which is supposed to have survived from ancient times, when Tomanage was a sacred oak grove. It Estonians, apparently, and organized various cult ceremony. Sacrificial stone is located on the site of a former pond with grotto that was here before the beginning of the last century. This is similar to the Bridge of Sighs, which leads to the Hill of Kisses. Grotto and slide were made of the ruins of the corner towers of the city wall. Hill Kissing is one of the favorite promenades of young people. About this location had the custom, which came before the present day, from the pre-war history. According to this custom, Proms students ended with a walk on the Hill of Kisses.

The Park is part of Cassieae is a former sand quarry, which is now landscaped. Park together with Cassieae covers an area of 15, 6 ha, being thus the largest fleet of Tartu.
