Vila Baleira is the only city on the island of Porto Santo, which is part of Madarsko archipelago. Vila Baleira is one of the few settlements in Portugal, in which there is only one district, and city status was granted in 1996, in August. In Vila Baleira also are the administrative authorities of the island of Porto Santo.

The island of Porto Santo is located 43 km northeast of Madeira island, and is the most Northern and the most Eastern island of Madarsko archipelago. Vila Baleira is located on the site of the first settlement of the island, which was founded in 1419 Bartolomeu Perestrelo, Portuguese Explorer and Navigator, and the first captain-donatary and the Governor of the island of Porto Santo.

The main streets of the city are Largo do Pelourinho and Infante gardens. The term "area" is not really suitable Largo do Pelourinho, because Largo do Pelourinho has a triangular shape, it is therefore considered by the street. It is decorated with date palms and a unique dragon trees, which are listed in the Red book. On this street is the old administration building of the city, built in the XVI century. Nearby stands the parish Church of Nossa Senhora da Piedade. The temple was built in the late XVII century on the site of the first Church of the island, burned by pirates in 1667. From the original building there was only a chapel in the Gothic style, which is located on the South side of the Church. Behind the temple is a modern building of the city administration and cultural centre, which hosts various conferences and events. In the Eastern part of town is the port, and to the Western part stretches famous beach of Porto Santo, the length of which is 9 km away.
