It is known that the nation Seto lives in the Pskov region, namely in the Pechora region and in the South-Eastern outskirts of the state of Estonia, which until the 1920s were related to the Pskov province. The number of this people is difficult to establish, because their ethnic group is not included in the list of nationalities living in Estonia and Russia. During the census, the nation Seto had to ascribe to the Estonians, although this attribution is not quite rightly and properly, because these two peoples of different religious current.
Active ascetic culture of the Seto people is Ogarev Tatiana Nikolaevna, which together with the villager Nicholas Tupper, and the Museum staff "Izborsk", led to the creation of the new Museum, namely the estate of Seto people, located in the village of Whitefish Pechora district of the Pskov region. In this work, participated in cultural and social organization Seto: Panikovsky and Makovicky folk groups, as well as the Pechora society under the name "ECOS". The Seto Museum became a kind of part in the chain of museums Seto in Obinitsa, Värska and Saatse.

According to ethnographic classification, Seto belongs to the Finno-Ugric group. The basis of the Seto language was the southern-Estonian center or dialect. The people Seto finds his dialect is completely independent language, which has no analogues in Estonia.
At the moment there are the following versions of the origin of the Seto people. The first one tells that Seto is a Finno-Ugric people, which have survived to the time of occurrence of the Slavs with whom they met during the process of settling the Western part of the East European plain. In the second version, the Seto – the descendants of escaped peoples in the middle ages from the territory existing at the moment of Estonia on the Russian land of the Estonians who had fled from Catholic influence knightly orders. After some time, the people Seto was replenished moved into the territory of Russia Estonians.
For several centuries the people Seto was too little acquainted with the Russian language. After Seto took Orthodox Christianity, they still retained in their culture most of the elements of paganism. The only people in the 20th century was able to finally read and understand the Bible, but regardless of this, Seto always passionately performed all Orthodox rituals. It is worth noting that after all the confusion about the Seto people of all rules and canons of Orthodoxy has led to the fact that Russian people living near these people, began to call them "provenzali". On the other hand, Estonians Livonia also did Seto and classified them as the representatives of the "second class".
According to the results of hard work of scientists from St. Petersburg, it was found that the people Seto still more inclined to Orthodox Russian culture than to the Estonian Lutheran. Besides, Seto distinguish themselves from the Estonian people. According to their ethno-psychological characteristics, as well as the historical fate of Seto people closer to Russian culture. In order to preserve the identity of Seto ethnic group, you must grant it the status of the small people of the Russian Federation, giving the opportunity to communicate with representatives of Western Seto.
