On Constantine street (now Sovetskaya street) in the late eighteenth century was the building of the Evangelical Lutheran Consistory, engaged in by immigrants from Europe, professing the Protestant faith.
In 1880 transferred to Moscow Consistory sells domestic place with buildings representative of the local German community – Robert Karlovich Arto. The activities of the family of Artov engaged in the supply of agricultural tools and machines from the best European and American factories began in Saratov since 1875.
In the late nineteenth century, the office building was completely rebuilt by the architect Yu.Turlikov. It was complemented by ornamental brickwork, turrets, decorative paintings covers and on one wall of the house was painted advertising murals of a portable engine, preserved to our days. In 1900 the house made great outhouse for storage of farm machinery and implements. Business Artov flourished in the early twentieth century, in addition to the Trading house on the street Constantine, the family had branches in Balakovo, Mozdok, Khasavyurt, Uralsk, and later, offices were opened in Omsk, Chelyabinsk and Orenburg. Owned Erty mechanical plant, several residential buildings and personal power station providing coverage of not only manufacturing and warehouse facilities, and 15 mansions, including the Governor's house.
In 1915 was accused of having links with the German military, one of the sons of Robert Karlovich and jailed, after which the family of Artov having sold all the property left Russia.
In Soviet times the building housed various institutions, and domestic buildings and buildings from ancient times and to this day hosts the city service Utility. Well-preserved building of the Trading house of Artow now occupies one of the political parties.
