In the first half of the XVIII century the monastery was already waiting for the construction of a new bell tower to replace the old, which by that time no longer fit into the architectural ensemble of the monastery. For a long time the monastery led a dispute with the Empress Anna Ioannovna over the location of new construction. The Empress ordered to put the steeple in the centre of Cathedral square, but, in the opinion of the architects I. F. Michurin and I. Schumacher, this place was chosen badly, as the tallest building would break views of the beautiful cathedrals. The architects proposed to shift the bell tower to the Northern part of the square on the site of the old Refectory. This was done, but after the death of Empress Anna Ioannovna.
The first project of the tower was pretty standard for the times: a three-tiered rather cumbersome in its proportions the building.
