The Soviet government after the explosion of the atomic bomb in the piece of my and Nagasaki made the decision to build in Balaklava object, which in the case of a nuclear explosion could to protect people and the necessary equipment. The Leningrad design Institute prepared a draft protective underground shelter in Balaclava. In 1853, this project was personally reviewed by Joseph Stalin, who personally endorsed him.

In December 1953, construction began on the secret object. This construction was invited military mining and construction team of the BSF. The builders had to work in three shifts during a daily chart. In assistance to this group in late 1955 hooked another detachment from the Caucasus of railway builders. The plant was built in stages. The construction plan was given in parts. When the construction was finished, there was a withdrawal of all documentation to the secret facility. Since 1957 the entrance to Balaklava was by special permission. In 1961 he completed the construction of the plant. In 1963, construction began on the Arsenal. Arsenal was a maintenance base, where he prepared the weapons for all submarines, as well as weapons for surface ships.

After the collapse of the USSR in March 1995 from the Bay of Balaklava took the last submarine. Since then ceased to be a naval base at Balaklava.

At the end of 2002 in Balaklava began to create a Museum of the Armed forces of Ukraine. The Museum complex Balaklava opened its doors to the public on 1 June 2003. At that time the Museum had a staff of 18 people, with the head of the Museum complex "Balaklava" - V. F. Stovicek. The Museum exposition tells about the different times of history Navy: Ancient Rome and Ancient Greece, Kievan Rus, the Russian and Ukrainian fleets.

The exhibition entitled "the history of the education of Military naval forces of Ukraine and its formation is open from 1 August 2005. Its exposition tells about how he formed the Ukrainian Navy. The Museum has its Admiral uniforms – Vladimir Bezkorovainy and B. Kozhin. There are some items from a submarine "Zaporozhye": the beacon breathing apparatus for personal use, winter uniform submariner. Also, in the Museum's collection are the stands with flags of the Navy and Military Forces of Ukraine, as well as different types of weapons.
