The first real step towards the implementation of the plan of construction of the synagogue was the meeting held in the office of Vladimir Libman 2 July 2004. At this meeting, he was diagnosed with the fact that the existing synagogue building does not satisfy demand, and there is a need for a new building, more functional and more than existing.
Tentatively decided to expand and remodel the old building, but this idea had to be abandoned. Dedicated and donated funds decided to invest in the construction of the New synagogue. In the second half of 2004 held a contest to choose the firm of proektirovwika, which was won by the company "Karekar&Cats" ("COCO"). Architects were faced by a difficult task, it was necessary to create an interesting, notable and multi-functional building, which would take into account the specificity of Estonian Jewry.
