In 1861 at the corner of Cathedral street and alley Gymnasium (now the travel center), opposite the Park "Lipki" merchant P. F. tjul'pin built two-storey house and handed it to the Merchant club.

Merchant's club, founded in 1859, the first time only consisted of merchants, traders, and Industrialists, occupying temporary premises in the house of Hotovitskogo. Every year the number of Commercial members of the congregation grew and the problem of lack of space became more and more urgent. In 1892 the meeting it was decided to buy the house Culpina and to build on the third floor, but it did not solve the whole problem, while in 1909 decided to make an addition with the design of the facade. For this he was invited Saratov architect M. G. Zatsepin and in 1914, an extended three-storey building with sanitized view appeared before demanding owners.

The main facade of the building in three tiers were decorated with rows of fine. On the first floor is a series of keystones with leaves and lion mascarons, between the second and third floors – the number of medallions and wreaths, just above the bas – relief on topics Bacchic celebrations. Creation Zybina has been preserved in its original form (the facade).

In 1918 the building was constructed the people's house, where he conducted political and social events. In 1932 the house was transferred to the military authorities, calling it the first "house of the red army" and later garrison officers ' club, located in the same building and in our days.
