The Museum "the Tula necropolis" was opened in 1998, It is the country's first provincial historical-architectural and landscape Museum. The basis of the Museum and attitude to the ancient cemetery as the center of material and spiritual culture was laid by the oldest Tula ethnographer, doctor of theology, Archpriest Rostislav Lozinski. Under his direct leadership in the city at the end of the 1980s it was formed a social movement called "the Tula necropolis", which then gave its name to the Museum. The work of this movement focused on the study and rescue of historic cemeteries.

In the early 1970s, the city authorities decided to connect the street Pervomayskaya and Timiryazev, breaking through the wall of the old all saints cemetery and make this place automotive interchange. Lozinski in his youth in Estonia participated in the Russian Student Christian Movement, which promoted the adoption of Russian national identity in exile, he financially and spiritually supported prisoners of war during the Nazi occupation, and since 1969 he led in Tula active pastoral, social and academic activities. Archpriest R. R. Lozinski buried at the Church of the Twelve Apostles.

With the joint efforts of Lozinsky, journalists of the newspaper "Molodoy Kommunar, Moscow necropolises was established informal public movement "the Tula necropolis". Its members every week staged Saturday to clear away the old tombs of ancient Tula cemeteries. In cleanup was attended by people of different professions and ages. All saints cemetery, due to the strong public opinion and the activities of the movement "the Tula necropolis" was able to defend from demolition.

In April 1998 on the basis of the movement "the Tula necropolis" was established by the city Museum. The Museum was created for the study, identification and preservation of historical monuments, landscape and architecture, which focused on the historic city cemeteries of the city. The Museum is actively working towards different spheres of activity – field research, work with archival documents, regional libraries. Are also sightseeing activities. In parallel, the Museum carries out restoration work on the restoration of historic graves, renovation of monuments. Museum staff conduct intensive research activities associated with scientific publications, the introduction of material on the culture and history of the Tula necropolis.
